New test with svn 20478
The error "lib\advapi32\service\scm.c:350) ScmrCreateServiceW() failed (Error 8)
Error 8 = ERROR_NOT_ENOUGH_MEMORY " is fixed as per debug log attached.

A new error with the ros portcls drivers occurs :
