After twiddling around in explorer's taskbar code, this seems to be a design
problem, as opposed to something wrong in ReactOS's underlying code.  The
taskbar buttons are misaligned under Windows also, but not in the Lean version
available from Martin's site.  In the normal version, I was able to push the
buttons further down, but not raise them up any.  It looks like there is padding
around the buttons.  Someone more familiar with explorer will need to look at this.
