I think the cfg-file is only there after having written (saved) it once.
IIRC, the easiest way is to delete not needed languages from the
device, hence rockbox will fallback to english.
The languages are saved within \.rockbox\langs
Delete everything except english.lng and english.voice by connecting
it to your computer.
