I know several people who use PHPEdit (http://www.phpedit.com/) and a 
few others that use Eclipse's PHP plugins (http://www.eclipse.org, 
http://sourceforge.net/projects/phpeclipse, 
http://www.klomp.org/eclipse/org.klomp.eclipse.team.sftp/ )
