Why what? Why is /usr not writeable? Because it isn't supposed to be.

You should (and apparently are - good) do your normal work, including
downloading files, as a non-privileged (non-root) user, and only become root
when your ready to do something that requires root privileges.

Writing to /usr is something that requires root privilege - it's a system
directory.

Be aware that if you remove or upgrade the version of mozilla packaged by
redhat, you'll also break things that depend on it, such as Galeon, which is
in turn needed by Evolution. You'll also end up with headaches related to
running up2date (assuming you need it) when you start overwriting
redhat-supplied packages with files from other sources.

When updating mozilla, I usually use the tarball from the mozilla site and
put it into a different directory (/usr/local/mozilla130, for example), then
update any links I use for starting mozilla. This has its downside too -
you'll need to re-install any plugins that you need (flash6 and Java are the
big two for me, but they're easy to install).

Or maybe someone else on the list can point you towards rpms of Mozilla 130
packaged with redhat specially in mind that play nice with Galeon and
Evolution and the existing plugins folder from 1.01 - that person isn't me
though, sorry.

rh8 installed mozilla 1.01 in /usr/lib directory, would like to update
to mozilla 1.3, however when d/loading 1.3 the d/load manager responded
that /usr dir. was not writeable so d/loaded to /home. why? do
permissions have to be changed?
i'd like to install 1.3 and remove 1.01 could somebody help with this
task? please be explicit, don't want to screw this up. thanks
