This patch fixes backward incompatibility with Axis2/C-1.6.0 and allows to initialize \
service skeleton with configuration as in 1.6.0. This patch is forward compatible.
This patch also fixes SEGFAULT when service's skeleton function init or \
init_with_conf is not defined (=NULL).
