fault returned does not declare the wsse namespace
--------------------------------------------------

                 Key: RAMPARTC-79
                 URL: https://issues.apache.org/jira/browse/RAMPARTC-79
             Project: Rampart/C
          Issue Type: Bug
          Components: Rampart-core
    Affects Versions: Current
         Environment: Windows XP
            Reporter: Dave Meier
            Assignee: Malinda Kaushalye Kapuruge
            Priority: Critical

Whenever a wsse:FailedCheck is returned it does not declare anything for wsse. The \
following is the response I get when I rename my authentication callback dll so it \
can't find it. It is declared further down, but too late. My C# client generates an \
error saying wsse is not defined.
