Sorry, but your first statement is not correct. RACF is not called for data
sets when the job starts.
RACF is called when a data set is created (Step allocation or dynamic
allocation).
RACF is called when a data set is opened (SVC 19 or SVC 22).
So in each case the TIOT will be built and various other control blocks
(such as the DSAB) will have been created.

When a job starts, RACF checks if each DSN has a profile protecting it or
not.

Where did it get the DSN if the TIOT is not yet built?
