There is a profile MVS.SERVMGR.PAGENT in OPERCMDS class.
It is for Policy Agent (part of TCPIP). As I found in the manual it is 
"who can start the Policy Agent".
What's funny Policy Agent id need an access to the profile, so PAGENT 
need authorization to start itself.

However my question is: What MVS command is protected by SERVMGR ?
