The command is OK, but the environment is not prepared.
You can activate existing class. Non-existing class cannot be activated.
What is existing class?
a) predefined by IBM, delivered with the system, "hardcoded"
b) defined by user using old method (assembler code in ICHRCDE and reIPL)
c) dynamically (=no IPL) defined by the user using CDT class. Note: it 
is not enough to define a profile in the CDT, the profile has to be 
valid and REFRESHED.

Of course any defined (existing) can be active or inactive.
And there is no must to define profiles in such class before it can be 
activated.

BTW: a list of existing classes can be obtained using DSMON.
