     I have seen a similar problem some weeks ago with the IRRDBU00
utility. I believe that it can be the same situation.
Take a look to the following book ( is for V1.8 but i think that RACF works
in a similar way in previous versions).

 SA22-7683-10 (z/os 1.8 Security Server Adminitrator´s Guide)
 Chapter:          Database Utilities
 Point:              Processing User Revocation Information.

Dear all,

We have a problem with RACF database (we use z/OS 01.04.00). When we list
user id with command lu xxx the attribute for user xxx show "revoked"  but
when we unload RACF database using IRRDBU00 utility and generate report
using ICETOOL it shows user xxx is not revoked.  What happened? How to fix
this problem ?
