Subject line:
"Error in update of package qubes-kernel-vm-support.x86_64 4.0.20-1.fc28"

When the script fails DNF would roll back the removal each time.

Resolution:
I downloaded the new rpm package, then used rpm to remove/replace the 
old package by turning off the scripting while removing it.
