I expect a simple UI can make this quite easy:

(1) It doesn't make sense to open links in offline VMs, or PDFs in
online VMs.  Can't some simple rules cut down the number of choices?

(2) If there are only one or two relevant choices (e.g. printer vs
offline VM for a PDF), then you wouldn't need a nested menu, you could
just include two items:

  Open in offline DispVM
  Open in printer DispVM

(3) Another possibility is to have a default VM for each use case
(e.g. offline VM for a PDF), and allow the user to either go with the
default or choose manually:

  Open in offline DispVM
  Open in another VM...
