I think this problem is quite easy to solve compared to the other one.
Anyway there is (at least) one blocker for dom0 upgrade to newer Fedora:
KDE window decoration plugin. KDE 5 have different API for them and it
looks like the plugin needs to be rewritten from scratch. Details:

We have some plans for adding Gnome 3 support, which should somehow
workaround this problem (but still some people prefer KDE).

Generally the architecture introduced in Qubes 3.0 makes it possible to
add such port. Which doesn't mean it's trivial... See this blog post
