First of all I was wrong and you were right, that those folders should 
be only under the project folder. If you check, you will see that there 
is an error message if you try to select a folder outside of the 
project. What needs to be done is a check again when the user pressed 
next, as of course he can enter whatever line there.

So, once we forbid usage of templates/toolbars folder outside the 
project dir, the above will be not possible.
