as niko posted,
there is a php plugin for kdevelop under construction, which is supposed to be 
at least a repacement for quanta's php support (nice thing, IMHO)

no, at least, not yet.

then just stick with quanta.
it is still available in all distros which support kde3.
e.g. debian lenny.
