I think shockingly upper case is the default in W3C older HTML. Also setting 
your document to a DTD like XHTML transitional will lower case tags by 
default, and I think it should prevent upper case here really as it would be 
in violation of the DTD IIRC.

I hope that helps. There's not a lot of point in creating HTML files when the 
transitional XHTML does pretty much everything the same and is future 
compliant.
