Do you have all of the required kde dependencies installed? If so, you may as well run KDE :)

In Konquerer run this command:
ftp://example.com[:port]
Do you get the FTP credentials prompt?

Also in linux, try doing a
$ telnet example.com 21

USER foo
PASS xxx

and see if you can connect

It's not permission problem on FTP site. Under Windows everything is
allright. There are no error messages on ftp site.
