KIO slaves are not maintained by Quanta, but rather, I believe it is part of 
KDE Libs.  Quanta uses the KDE KIO Slaves, just like most other KDE 
applications.
To test your problem, try opening a connection to the FTP server in Konqueror:
ftp://user:password@ftp.server/path/to/files/
And see if your problem exists - it should.

The bug that appears to be this problem is:

Andras filed a bug report (117520) that is much more detailed, but it has been 
marked a duplicate of the above...
If this is causing you a problem, you should vote for this bug - I have made 
some comments against the bug, but the more votes, the higher the likelyhood 
of the bug being fixed.  You should create an account to vote, if you do not 
have one.

You may be able to make an alternative way of using the command line to 
publish your files, by writing a plugin for Quanta. There are details on the 
http://www.kdewebdev.org site on how to make them, and some examples...
Others on the list might be able to help out.

A better practice may be to copy the files locally and work on them off-site, 
then copy them back, once you are done, rather then working on live files.  
It will cause less problems if you make a mistake as well.

I am not sure the mailing list that covers KIO_FTP slave, but someone else 
might if you still need it...

Also, if you have ssh access to the site, you could use KIO_FISH which 
transfers the files over SSH.  It is more secure, and may work for you in 
situations that FTP is not. exampe:
fish://user:password@server.tld

The other option is the SFTP protocol and FTPS that, I believe have KIO 
Slaves, and are more secure than normal FTP, but have to be supported by the 
server.
