There was a report to not have it there if kfilereplace is not 
installed, as that menu invokes kfilereplace.

That is strange...hm, I don't have either. This is bad, I'm sure I 
tested it after that commit. You might use Plugins->KFileReplace in 
3.5.5. I will fix it for 3.5.6.
