You do not give any info which version you are using neither which distro. 
Please try to image how someone who does know nothing about your system would 
read your mail. You make it very hard.

The only advice I can give is to remove the local configuration files. Please 
rename ~/.kde/share/config/quantarc and ~/.kde/share/apps/quanta

If Quanta starts know you can try to find out what exactly crashed it by 
inspecting the files you renamed. 

If it still crashes I need more info.
