If the site is very trivial and you will not be making many changes (content,
appearance, anything, use templates.  tbs is a very good templating engine.
If it will not do what you need, you should think very hard about what you need.

However, scratch-built sites are not really the best use of your skills.

For anything more than a couple of pages, use a Content Management System.

Joomla, phpWebsite, MDPro, xaraya are all possibilities.   There are many,
many more.  The trick is to avoid spending weeks evaluating them all.  Find
sites you like or ones that do what you need to build - figure out which CMS
they use.

Some are optimized for particular types of sites.  All have significant layout
flexibility.

You will need to learn how each builds it's site appearance templates.  This
is a significant effort so try to decide which package maps your intended
client(s).

Once you have mastered the templating of your CMS, implementing new sites
becomes trivial, allowing concentration on the content, which is much more
important.

IMO, is more important to learn one CMS well than waste time figuring out
which is best.
