One thing would be to try deleting ~./kde/share/config/quantarc while Quanta 
is closed and re-opening. I think this could be caused by corruption of the 
config file in that vintage. If you're upgrading you must remember several 
things.
1) If you're using prebuilt binaries you must use one specifically built for 
your distro release version and KDE version. Otherwise compatibility issue 
will cause crashes.
2) If you upgrade more than a major point release of Quanta you must upgrade 
KDE, but this is only applicable with source. With binaries you must match 
the numbers.

So if you installed Quanta 3.5 with KDE 3.3.x something is seriously broken 
with your packaging info.

I know that there are libraries for Debian that have up to date KDE/kdewebdev 
packages. That would be a solution. Also if you have continued instability 
try deleting the config file as directed.
