I take it you are using Slackware 10.1.

If this is the case, you can download from the Slackware mirrors the 
3.4.2 versions of KDE and kdewebdev (Quanta) from the Slackware-current 
version.

Install these packages and you should be fine (using pkgtool).

I am not sure if you need KDE 3.4 or if 3.3 will work with Quanta 
3.4.2.  Someone else may be able to help with that... If you only need 
3.3 then downloading the latest kdewebdev package from Slackware-current 
will work.
