Our policy is not to develop what we don't use (we don't want to do poor 
quality work for lack of testing) and to make it easy for you to extend 
Quanta.

If you look in the help docs it explains DTEPs and if you look in the DTD menu 
it is possible to edit the rule set for a DTD, or in this case a psuedo-DTD. 
Have a look at PHP. You can also subscribe to our developer list and ask for 
help with Regexp. The rest of the DTEP is writing the tagxml. I would be 
happy to have Smarty support in Quanta and if you want to work on it we will 
be glad to help and to make the DTEP available to everyone.
