I seem to have this chronic problem where from time to time, some (OSPF)
neighbors will be stuck in an Init state on some hosts, but not others.
For example:

ospfd> show ip ospf neighbor

Neighbor ID Pri State Dead Time Address Interface RXmtL RqstL DBsmL
10.75.22.2 1 2-Way/DROther 35.039s 10.75.22.2 eth0:10.75.22.1 0 0 0
10.75.22.3 1 2-Way/DROther 35.144s 10.75.22.3 eth0:10.75.22.1 0 0 0
10.75.22.4 1 2-Way/DROther 35.039s 10.75.22.4 eth0:10.75.22.1 0 0 0
10.75.22.5 1 2-Way/DROther 36.016s 10.75.22.5 eth0:10.75.22.1 0 0 0
192.168.122.1 1 2-Way/DROther 36.284s 10.75.22.179 eth0:10.75.22.1 0 0 0
10.0.2.15 1 2-Way/DROther 35.100s 10.75.22.201 eth0:10.75.22.1 0 0 0
10.75.22.223 1 Full/Backup 35.039s 10.75.22.223 eth0:10.75.22.1 0 0 0
10.75.22.254 1 Full/DR 36.303s 10.75.22.254 eth0:10.75.22.1 0 0 0

All fine and dandy. But on another node in the same network, running
the same OS (and therefore same quagga version):

ospfd> show ip ospf neighbor

Neighbor ID Pri State Dead Time Address Interface RXmtL RqstL DBsmL
10.75.22.1 1 Full/DROther 36.968s 10.75.22.1 eth0:10.75.22.4 12 0 0
10.75.22.2 1 Full/DROther 36.968s 10.75.22.2 eth0:10.75.22.4 0 0 0
10.75.22.3 1 Full/DROther 37.086s 10.75.22.3 eth0:10.75.22.4 12 0 0
10.75.22.5 1 Full/DROther 37.943s 10.75.22.5 eth0:10.75.22.4 0 0 0
192.168.122.1 1 Full/DROther 38.221s 10.75.22.179 eth0:10.75.22.4 12 0 0
10.0.2.15 1 Full/DROther 37.041s 10.75.22.201 eth0:10.75.22.4 0 0 0
10.75.22.223 1 Full/Backup 36.968s 10.75.22.223 eth0:10.75.22.4 0 0 0
10.75.22.254 1 Init/DROther 38.248s 10.75.22.254 eth0:10.75.22.4 0 0 0

Notice that 10.75.22.254 is still in Init. It has been that way for a
long time.

What could cause this?

b.
