I seem to have this chronic problem where from time to time, some (OSPF)
neighbors will be stuck in an Init state on some hosts, but not others.
For example:
ospfd> show ip ospf neighbor

All fine and dandy. But on another node in the same network, running
the same OS (and therefore same quagga version):

Notice that 10.75.22.254 is still in Init. It has been that way for a
long time.
What could cause this?
