You need to bump the following parameter (that's what the
"perhaps ..." message implies doing)
/proc/sys/net/ipv4/igmp_max_memberships to 31
and see what happens. The default is 20. This inhibits certain
random interfaces from joining the AllSPFRouters address so no
adjacencies will form.
