please edit Makefile in the bgpd subdirectory like this:

...
sbin_PROGRAMES  =  bgpd$(EXEEXT)
...
EXEEXT =
...

EXEEXT is leaved blank by default,you can change to the desired suffix as
you like.i.e EXEEXT = .exe

Have tested ok with quagga lastest source code from git.
