This will obviously break on non-linux systems.

Could you enclose the patch in #ifdef HAVE_PROC_PROXYARP_CTL statements and 
cook up a suitable autoconf macro to detect the presence of 
/proc/sys/net/ipv4/conf and sets HAVE_PROC_PROXYARP_CTL if that is the 
case?  This would make the patch much more useful.
