You are missing some equals signs. Try this:

./configure --enable-help --enable-htmldir=/usr/local/apache2/htdocs/ 
--enable-cgibindir=/usr/local/apache2/cgi-bin/ 
--enable-imagedir=/usr/local/apache2/htdocs/images/
