You can do that if you use a different way to outline the roads and parking lots. You need to duplicate both the road layer and the parking lot layer. Then use one road layer to make fat black roads and the other to make thin gray road fill. Then use one parking poly to make fat black parking lots (fat outlines) and the other to do the gray fill with no pen outline. The trick is in the arrangement of the layers, it should be: Parking lot gray fill on top Road Gray fill Parking lot fat black Road Fat black on the bottom Hope that is what you wanted.
