It was a disabled option in the settings before with the following name
(changed in this commit [0]):

'Features don't act as obstacles for labels'

When looking at enabling the option, I noticed that 'features as obstacles'
is not an absolute, i.e. if PAL finds no candidate for the label outside of
the feature, it will place it over the feature. More info here [1].

This, unfortunately, has implications when looking into a solution for
keeping labels from being clipped at the extent border, e.g. when creating
server tiles.

I agree the wording is not the ideal. Any better wording would be
appreciated. The wording has to convey that PAL still may place a label
covering the feature(s).
