Summary: Cygwin Fixes

Initial Comment:
To be able to install 4Suite (and PyXML, and many 
other Python modules) under the Cygwin environment, 
DL_EXPORT must be rigorously applied to any non-static 
identifiers. 

This patch makes appropriate DL_EXPORT changes and 
removes 'static' from a definition of PyBoolean_Type 
so that 4Suite builds and installs under Cygwin. 

Apply the patch with -p1.
