Summary: Add some explication to PEP 3100
Initial Comment:
The attached patch adds notes to PEP 3100 explaining
why operator.isCallable() and
operator.sequenceIncludes() are to be removed come
Python 3000.
This patch is in reaction to this python-3000 thread:
http://mail.python.org/pipermail/python-3000/2006-July/002488.html
