Summary: pydoc: HTML not escaped

Initial Comment:
In the part 'Data and non-method functions', the
variables are not escaped for HTML. I discovered this
while looking at pyweblib.forms[1], which uses some
HTML like <form>, <input>, etc. in it's docstrings.
Also, \n isn't replaced by <br>.

I'm not sure what the new behavior should be, but I do
know that this is quite ugly to see(and it can break
all of the layout, with a nicely placed </table>).
