I think this has to be handled with documentation. Download the
libssl1.1 .deb by clicking the link in...
https://packages.ubuntu.com/focal/amd64/libssl1.1/download
...then install it...
sudo apt install ./libssl1.1_1.1.1f-1ubuntu2.16_amd64.deb
