I've upgraded sip to 4.19.23.

Is anyone using PyQt5-5.15.2 with a postgresql backend? The issue is
apparently with the QPSQL driver as postgresql-12.x no longer contains
column pg_attrdef.adsrc yet 5.15.2 is looking for it.
