Probably because only developers need Qt Designer, and it'd blow up
the wheel files (you can't customize the install there like you could
with the binary installers).

Either install a separate Qt installation with Qt Designer, or use the
unofficial pyqt5-tools wheel: https://pypi.python.org/pypi/pyqt5-tools
