I posted too early before I cracked the problem.

I read the command line options here ...
http://pyqt.sourceforge.net/Docs/PyQt5/installation.html#downloading-sip

using --verbose option I could see that sip was referring to a folder
which had a space in its name. 
Removing that directory path space allowed configure.py to complete
without errors.
