The Windows installer for PyQt v4.3.3 GPL has been updated. The changes are...

- a nasty QScintilla bug that affects eric4 has been fixed (thanks to Detlev)
- QScintilla drag'n'drop should work properly
- eric4 has been upgraded to v4.0.4
- SIP has been upgraded to v4.7.3
