You should be able to use the -v switch on the 'build' command line
to specify the location of PyQt/sip

build.py should be checking for PyQt/sip over this list of paths:

candidates = ["../", "/usr/local/", "/usr/local/src/",\
   "/usr/src/", "/usr/share/sip", "/usr/local/share/sip"]
