Task Coach is available as a PortableApp. It's done in three steps:
use py2exe to create a .exe, use a custom-made distutils command to
create a folder structure according to the PortableApps spec and then
use the PortableApps installer to create the paf.exe file. Feel free
to check out the Task Coach sources and have a look.
