Certainly there will always be an ever-growing selection of custom  
types in the main Puppet distribution, and it probably makes sense to  
have another package for commonly used types, but there will also  
always be custom types that are only installed at a single site.

The 'plugin' support works for that; I'll worry about the rest later.
