 Very odd .. I've just tried to reproduce that in rawhide, and it seems to
 work perfectly. What I did was:


 {{{
 yum -y erase puppet
 rm -rf /etc/puppet/ /var/lib/puppet
 yum -y install puppet-server
 touch /etc/puppet/manifests/site.pp
 service puppetmaster start
 }}}

 That works without any problems - running a client against that server
 also produced no error.

 Who owns /var/lib/puppet and /var/lib/puppet/ssl when you encounter that
 error ?
