Hi, Cameron --

What does Colorado law say?  In Illinois district library trustees are on
the ballot of the Consolidated General Election.  (Same ballot as
candidates for boards of other taxing bodies. Illinois has more than 6,600
units of local government.)   Illinois law is very specific about the
ballot process.

If a trustee resigns before completing a term the board may appoint someone
to fill the seat, but that term ends with the next consolidated election.
(Terry Trustee was elected in 2017 for a six-year term, but resigned in
May, 2018.  Bobby Boardmember is appointed to fill the term until the 2018
election. Then that seat is on the ballot as a four-year term.  Bobby may
choose to run for that four-year slot, but he may also choose to run for a
6-year term when Ruth Reader's term is up.   Bobby and Ruth may run for the
same slot.   The downside to open elections is that Cindy Censorship or
Sidney Skinflint may choose to run and may be unopposed.)
