I completely agree with everything you just said. I was more focused on
digging deeper into the "why." I work in a different county from where I
live. The district where I am a resident took 50 years before finally
getting a property tax increase, and yet they opened more branches in those
50 years, and were able to update a couple of the branches as well. They
finally got a tax increase last year which will help update more branches
and open up a new one. Tax increase measures fail all the time, but it
struck me strange that losing this tax increase will force all 11 branches
of Douglas County to close? Like you said, it would be the absolute worst
thing a hurting county could do. I found the report you mentioned

The ULC/ Urban Institute has a great report entitled "Making Cities
Stronger: Public Library Contributions
to Local Economic Development" that provides results of a study by the
Geraldine Dodge and
Bill & Melinda Gates Foundations that detailed how libraries make a
significant contribution
to local economic development. It should be forwarded to every resident and
official of Douglas County.

Libraries are proven to increase property values of a community and improve
local resident's job skills,
so, if they want to save Dodge County, they better save their libraries.

Douglas County really is in a very difficult situation because of the loss
of federal timber funds. This has seriously affected a number of counties
in Oregon but most have had other revenue streams and have been able to
make adjustments over the years.

During this last year the Douglas County Library has survived with grant
funding that will be ending. The Douglas County Commissioners have not
really been supporters of the formation of a library district, though they
aren't planning on using the counties limited funds for the library. When
county commissioners aren't strong supporters it is harder to pass a
measure to develop a library district.

The Oregon Library Association and EveryLibrary have been trying to help
get a library district formed in Douglas County.  It would be great if the
Douglas County Commissioners could be convinced that it would be good for
the county to keep the library open and place the formation of a library
district on the May 2017 ballot.

Statistics can help but I've always found that stories by library users =
have much more power.  There was a threat to funding in one of our =
counties and what really made the difference was people--lots of =
them--showing up at county board meetings and committee meetings to tell =
about how the library had changed their lives.   You can read about it =

numbers are helpful but use them to support your case, not make it.

Of course there are some people you will never convince.  There was =

started the whole brewhaha but she learned that her constituents =
supported library funding and backed down.

Subject: how to handle patron who refusese to leave at closing

A patron recently has been coming to the library shortly before closing wit=
h boxes full of items to scan.



She requires extensive staff intervention to help with her scanning - up to=
 two hours.



Due to not properly removing all sticky notes, staples and paper clips, she=
 jams the copier.



She has complained that staff lost one of her pieces of paper, despite the =
validity of that statement not being provable.



Most importantly, she stays after closing and refuses to leave.



Recently she stayed so late that staff helped her carry her items to her ca=
r after closing; it had taken her 30 minutes to bring it all in when she ar=
rived.



I instructed staff to not carry her items to her car and to start reminding=
 her of closing time 30 minutes before closing.



I checked our Library Rules of Conduct and there is no mention of vacating =
the building by closing time, nor what are the sanctions for someone who ha=
bitually leaves late - whether via malice or lack of organization.

Does your library have a formal policy/procedure for such situations? If so=
, can you please send me a copy? How long after closing does someone have t=
o stay to trigger repercussions?

HI Nyama--

You and your staff have done more than enough for her.  If she's been shown=
 repeatedly how to use the copier I'd gently tell her that staff have other=
 patrons to assist and suggest she get a friend to help.  If she jams the c=
opier after being told how to use it properly I'd tell her she can't use it=
 any more, just as you'd do with anyone else abusing library property. =20

Five to ten minutes after closing is more than reasonable, for a first or s=
econd offense.  After that I'd tell her she's used up her last chance--do i=
t again and she's banned from the building for a period of time.  Further a=
buse after that would mean a call to the police and a trespassing citation.

Some of you may think I'm being too harsh but look at it this way:
--she repeatedly monopolizes staff time, meaning that other patrons aren't =
being served.
--she damages library property.  While it sounds as if staff have been able=
 to fix it up to now you're looking at the possibility of a repair bill and=
 having a piece of equipment unavailable for others.
--she's keeping staff late, so you're paying staff to stay late and help on=
e person.  If you have staff paying for child care they might have to pay e=
xtra for being late.  Even if they don't it's not fair to expect them to st=
ay late at the end of the day.

It sounds as if this person has an overinflated sense of entitlement or men=
tal issues.   Or both. =20
