What about having residents get priority for registration, then open it up =
to all? I've seen that, it is how our City handles class registration - res=
idents get a price break and a week jump on everyone else. Then it opens t=
o all to fill up the class.
I know libraries that do the same for full storytimes -residents get a day =
or two jump on everyone else to get a spot. Even if it is free.
In the library we are still open attendance, no registration (if at all pos=
sible) and no difference between residents and non-res. We would have to c=
onsider our cooperative system, and state universal borrowing provisions if=
we started to want to distinguish. Right now, we are rethinking our big c=
rowds, and may go back to registration or tickets for some events.
