Subject: Lost books and property tax bills

Are there any libraries out there who attach the cost of lost library 
books to a patron's property tax bill?  I know I've heard of someone 
somewhere doing this to recover the costs, but I can't remember where 
and my city would like the details to see if we can do it here.  Thanks
