Instead of an amnesty week, we make each Wednesday
half-fine day.  Patrons returning overdue materials on
Wednesday are charged only half the usual amount.  It
does not cover fines already on their record or fees
for lost items.

We decided on this approach to prevent people from
holding on to things until Amnesty Week rolls around
-- instead of waiting a year, they just wait until
Wednesday!
