Subject: Policy on use of library grounds

Does any library have a policy regarding use of library grounds?  To be
more specific, a local Star Trek club has asked to bury a time capsule
on library property.  Surely we are not the first to deal with such a
request.  Does someone have a policy in place that might help us?
